I’m not sure you can ever go wrong with brownies, especially if they have a fudge icing made with sweetened condensed milk. And, this is an easy brownie recipe made from scratch. Chances are, you have most of the ingredients already in your cabinet.
This is a bit of a dense cake brownie, but the topping is what makes the brownies stand out from the rest. Even when the brownies cool off, the fudge topping is soft and rich.

Should Brownies be Gooey?
By their nature, brownies should be gooey on the inside–at least a little bit. These chocolate fudge brownies are denser, so they do have a bit of gooeyness to them.

Brownie
Start by adding melted butter to the mixing bowl.
Pour the sugar into the mixing bowl.
Add the flour and the baking powder to the mixing bowl.
Add the cocoa to the mixing bowl. The cocoa adds the chocolate flavor to the brownies and makes the treat a lot richer.
Add the eggs to the brownie mix.
Pour the milk into the mixing bowl with the brownie mixture.
Mix everything together. The batter is creamy and thick. It takes less than ten minutes to mix everything together so you’ll have the base to this fudgy brownie in no time.
Pour the brownie into a greased 9″ x 13″ casserole dish. Spread the batter out in the dish. Bake for about 30-35 minutes. I test the brownies with a cake tester. If they come out clean they are done.
Fudge Icing
The fudge icing is super simple to fix. I kind of think sweetened condensed milk might be the greatest thing out there. You can really just lick the can for a dessert. Seriously. I would do it. Maybe I did do it. And you know what? That’s ok.
Start the frosting when the brownies are about ten minutes away from being done baking. The frosting takes about five minutes to cook.
Add the chocolate chips to a saucepan on medium heat.
Pour the sweetened condensed milk over the chocolate chips. Seriously, this might be the absolute best part of the dessert. It’s like a river of total happiness and comfort.
Pour the icing on top while the brownies are still hot. The perfection just oozes out of the pan. You will love this icing. It’s a great icing to use on cakes, too.
Let the brownies cool for a while. It’s tough to keep your fork out of there. It’s possible, but it’s hard. If I weren’t taking pictures for the blog, I can assure you would see a big corner cut out. It’s so good. Smells good, looks good, and definitely tastes good.

Ingredients
Brownie
- 1 cup butter (melted)
- 2 cups sugar
- 1 cup flour
- 2/3 cup cocoa
- 1/2 tsp. baking powder
- 2 eggs
- 1/2 cup milk
- 2 tsp. vanilla
Icing
- 2 cups semi-sweet chocolate chips
- 1 - 14 oz. can sweetened condensed milk
- 1 tsp. vanilla
Instructions
Preheat oven to 350-degrees.
Grease 9" x 13"
Brownie
- Add the melted butter, sugar, flour, cocoa, baking powder, eggs, milk, and vanilla in a large bowl. Mix everything together.
- Pour into a greased baking 9" x 13" baking dish.
- Bake for 30 minutes, or until cake tester comes out clean.
Frosting
- Add the chocolate chips to a medium-sized saucepan on medium heat.
- Pour the can of sweetened condensed milk over the chocolate chip cookies.
- Add the vanilla and mix as the chocolate melts.
- Pour over the brownies.
- Let cool.
